  1. In a glass bowl, mix soy sauce, sriracha, rice wine vinegar, sugar and red pepper flakes. Set aside.
  2. In a large skillet, heat the oil on high. Add the green beans and toss in the oil to sear on the outside and cook to al dente (about 2 or 3 minutes). Add the garlic and green onions and toss with the green beans another 1 to 2 minutes. Stir with a wooden spoon constantly to avoid burning the garlic. Add the reserved mixture and heat through for another minute.
  3. Serve immediately.
